Need some help with the theme customization

Hello,

I am building a website for a client. Most of the design part has been completed. But I am stumped on 2 requirements from the client.

1. The News section needs to display a specific set of pages instead of the blog posts.
2. The footer needs to display a navigation panel

Please let me know if its possible.

I have set up a child theme and have effected all other edits there.
